FRONTIER CONGRESS AND DECLARATION
NOVEMBER 2027 – KUUSAMO, FINLAND
Norway and EU support the ACCESS -project
The ACCESS project provides a practical platform for shaping policy, strengthening resilience and turning strategic priorities into action. This is where European leadership can engage with the communities. Join us shaping Europe’s future.

European Strategic Sovereignty is essential to Europe’s success. It must be built — and led — from the front: in Europe’s eastern borderlands, where geopolitical change is felt first and most directly.

CONGRESS 11/2027
KUUSAMO, FINLAND
Welcome to a high-level gathering on the future of Europe’s northern and eastern border regions. Join us as we chart a common course through a shifting geopolitical landscape. The Frontier Congress will bring together regional and EU leaders, decision-makers and key stakeholders. The event will culminate in a shared declaration.

THE DECLARATION
If Europe is to build a more resilient common identity, it must do so by following the example set by the steadfast communities on its eastern frontier. Europe’s eastern border communities stand at the forefront of Europe’s future, meeting first the challenges that concern the whole of Europe and the wider Western alliance. The common policy needs of Europe’s allies, including Norway, extend beyond EU cohesion policy into security, defence and external affairs. The Declaration calls on the EU to lead from the front and set out a shared vision for strengthening resilience, security and cross-border cooperation through the alignment of up-to-date policy frameworks.
